Role Summary
The Senior Training Specialist will support the province-wide rollout of the Public Safety Radio Network (PSRN) by designing, delivering, and managing training programs for land and air ambulance services. This role supports 22 Communication and Ambulance Communication Centres (CACCs), over 9,000 paramedics, and Ministry stakeholders including ORNGE. The position requires extensive travel and hands-on instructional delivery in both technical and non-technical environments.

Training Experience
The Senior Training Specialist will support the province-wide rollout of the Public Safety Radio Network (PSRN) by designing, delivering, and managing training programs for land and air ambulance services. This role supports 22 Communication and Ambulance Communication Centres (CACCs), over 9,000 paramedics, and Ministry stakeholders including ORNGE. The position requires extensive travel and hands-on instructional delivery in both technical and non-technical environments.
Key Responsibilities
Training Delivery & Facilitation
- Deliver instructor-led training, hands-on demonstrations, and e-learning to CACCs, paramedics, and Ministry stakeholders across Ontario.
- Provide application and product training to both technical and non-technical users.
- Conduct evaluations, assess participant performance, provide feedback, and recommend additional or remedial training.
- Administer and grade written and practical examinations and certifications.
- Develop and document PSRN training strategies and detailed training plans for each CACC, considering local operational needs.
- Design, develop, and ensure quality of all training materials and user documentation.
- Integrate EHPMDB future-state processes with vendor-provided training materials.
- Provide recommendations on training tools and methodologies.
- Support province-wide project testing activities (e.g., network coverage testing, console-to-site testing).
- Work closely with the Training Lead to ensure training activities align with project timelines and milestones.
- Report progress against training plans and identify risks or needs for additional training.
- Collaborate with Ministry of Health representatives to ensure compliance with EHPMDB processes.
- Act as a province-wide subject matter resource for PSRN training and testing initiatives.
- Participate in committees and task groups related to PSRN training and testing.
- Provide group leadership and direction to students, paramedic services, CACC/ACS staff, and ORNGE resources.
- Schedule assignments, clarify established practices, and provide technical guidance to ensure timelines are met.
Training Experience
- 5+ years of experience as a Trainer.
- Experience developing and delivering province- or nation-wide training strategies in operational or first responder environments.
- Experience delivering training to both technical and non-technical audiences.
- Experience creating training materials and user documentation (OPS or healthcare sector preferred).
- Experience creating and managing training project plans and schedules.
- Demonstrated ability to manage complex, province-wide training schedules.
- Prior experience working on the PSRN project.
- Hands-on experience with Public Safety equipment systems, including Public Safety Radio Networks.
- Experience with telecommunications and dispatch systems.
- Strong instructional design and training delivery skills.
- Knowledge of radio/telephone systems, GIS, mapping, Automated Vehicle Locator (AVL), and spatial concepts.
- Excellent problem-solving, analytical, organizational, verbal, and written communication skills.
- Ability to communicate effectively with audiences ranging from frontline staff to senior executives.
- Proven ability to work within large project teams and meet deadlines.
- Valid Ontario G-class driver’s license (or equivalent) with ability to travel extensively.
- Experience delivering training in 24x7 critical operations environments.
- Experience with land ambulance services and stakeholders (asset).
- Knowledge of public safety environments (Police, Fire, Ambulance).
- Knowledge of Emergency Health Services or healthcare sector (asset).
