Position Overview
Service New Brunswick, on behalf of the Department of Health, is seeking an experienced Scrum Master III to support Salesforce-based healthcare initiatives, including the NBCN Lung and Cervical Human Papillomavirus (HPV) Screening Project.
The Provincial Health Application Services (PHAS) Branch is responsible for ensuring healthcare applications are operational, optimized, enhanced, and aligned with evolving healthcare delivery requirements across New Brunswick. The successful candidate will play a key role in enabling Agile delivery practices and coordinating cross-functional teams supporting enterprise healthcare transformation initiatives.
This role requires a seasoned Agile delivery professional with experience leading Scrum ceremonies, sprint execution, stakeholder coordination, governance reporting, release readiness, and delivery management within complex healthcare or public sector environments.

Key Responsibilities
Scrum Ceremonies & Agile Facilitation
- Plan, schedule, and facilitate Scrum ceremonies including:
- Sprint Planning
- Daily Stand-Ups
- Backlog Refinement
- Sprint Reviews
- Retrospectives
- Ensure ceremonies are time-boxed, outcome-focused, and aligned with sprint goals
- Track and publish sprint commitments, sprint outcomes, and team velocity
- Promote Agile best practices and continuous improvement initiatives
- Facilitate retrospective follow-up activities and process improvement implementation
- Collaborate with Product Owners, Business Analysts, Developers, QA teams, and stakeholders to refine and size backlog items
- Ensure user stories meet Definition of Ready (DoR)
- Validate alignment between story intent and documented business requirements
- Clarify acceptance criteria prior to sprint commitment
- Support sprint capacity planning based on team velocity and resource availability
- Prevent scope creep within active sprints
- Monitor sprint execution against sprint commitments
- Identify, track, and help remove blockers impacting delivery
- Coordinate cross-functional dependencies and sequencing across development, QA, integrations, registry systems, labs, radiology, and vendor teams
- Ensure adherence to Definition of Done (DoD)
- Coordinate Salesforce configuration, development, QA, integrations, and external vendor delivery activities
- Provide sprint status reporting to project leadership and Project Managers
- Track and report sprint metrics including:
- Velocity trends
- Burn-down charts
- Release forecasting
- Sprint capacity utilization
- Carryover analysis
- Maintain Agile delivery artifacts using Jira, Confluence, and approved collaboration tools
- Identify, escalate, and manage risks, issues, blockers, and dependencies
- Support governance reporting, release readiness assessments, and action tracking
- Ensure delivery activities align with organizational privacy, security, and governance requirements
- Coordinate User Acceptance Testing (UAT) planning and readiness activities
- Support environment preparation, stakeholder coordination, and test data readiness
- Facilitate defect triage and testing progress tracking
- Escalate issues or risks impacting release timelines
- Support Go/No-Go release readiness activities across technical and business teams
- Coordinate sprint demonstrations with technical and business stakeholders
- Ensure completed functionality aligns with:
- Approved acceptance criteria
- Business requirements
- Sprint objectives
- Track feedback, action items, and follow-up decisions from demonstrations
- Coordinate validation sessions for integrations and end-to-end workflows
- Ensure demo readiness including environments, presenters, and test data coordination
M1 – Education
- Bachelor’s degree in:
- Business Administration
- Computer Science
- Information Technology
- Related discipline
- Equivalent combinations of education and relevant experience may be considered
- Minimum 3 years of demonstrated IM/IT industry experience
- Minimum 3 years of demonstrated experience in Agile delivery leadership roles such as:
- Scrum Master
- Agile Project Lead
- Product Manager
- Delivery Lead
- Candidate must be available to start on the specified contract commencement date
- Minimum 2 months of demonstrated experience working as a Scrum Master on a healthcare project within New Brunswick, Canada
- Vendors are limited to one candidate submission for this engagement
- Current Scrum certification from a recognized Agile organization such as:
- Certified Scrum Master (CSM)
- Professional Scrum Master (PSM)
- Excellent verbal and written communication skills in English
S1 – Enterprise IM/IT Project Experience
- Experience supporting complex IM/IT delivery projects within:
- Large enterprise environments
- High-volume organizations
- Regulated industries
- Multi-stakeholder environments
- Government, healthcare, or public sector experience is highly preferred
