About the Opportunity:
The organization is a global infrastructure consulting firm delivering large-scale infrastructure projects that improve communities and create lasting impact. The Program Manager – Procurement role, based remotely in Seattle, WA, supports the San Francisco/Bay Area offices by overseeing procurement and administration of alternative delivery infrastructure contracts, ensuring alignment with operational, safety, and regulatory standards.
Responsibilities:
• Lead procurement, contracting, and support services for large-scale alternative delivery contracts.
• Develop and implement a Procurement Plan aligned with client and agency expectations.
• Collaborate with client executive management to meet operational procurement needs.
• Engage contractors in pre-award evaluation, negotiation, and feedback.
• Conduct competitive bidding processes including RFQs, RFPs, public notices, bidder panels, and award recommendations.
• Manage contract modifications ensuring compliance with scope, budget, and schedule.
• Supervise procurement staff and oversee contractor, subconsultant, and vendor performance.
• Identify and mitigate procurement-related risks and delays.
• Ensure adherence to Federal Railroad Administration and Federal Transit Administration regulations.
Requirements:
• BA/BS degree plus 10 years of relevant experience or equivalent, including 2 years of leadership.
• Preferred 15 years of construction procurement and management experience.
• Strong knowledge of commuter rail transit operator requirements and FRA/FTA regulatory compliance.
• Experience with overhead electrified commuter rail transit operations, maintenance requirements, and asset lifecycle costs.

Compensation:
• USD 180,000 to USD 300,000 yearly.
