Job Title - Procurement Specialist (Technology Procurement)

Location - Edmonton, AB, Canada – Remote (Must be local to Alberta; occasional onsite required)

Employment Type - Contract (Incorporated Only)


About the Role

We are seeking a Procurement Specialist to support Technology Procurements for Court Technology Services (CTS) within the Government of Alberta’s Justice division. The successful candidate will manage end-to-end procurement processes, ensuring compliance with public sector trade agreements, procurement policies, and governance standards.

This role requires strong experience in IT procurement, contract management, and public-sector procurement frameworks.


Key Responsibilities

• Develop and prepare procurement and contracting documentation to support transparent and compliant open competition processes

• Lead RFPs, NRFPs, RFIs, RFQs, RFXs, evaluations, debriefings, and contract negotiations

• Draft, review, and manage vendor contracts in complex enterprise environments

• Provide procurement advisory services to internal stakeholders, project managers, and senior leadership

• Ensure compliance with trade agreements such as NWPTA, CETA, CFTA, and CUSMA

• Support procurements under public-sector procurement legislation and Government of Alberta policies

• Manage procurement activities for modernization initiatives, digital programs, and cloud-based solutions

• Evaluate pricing models, contract risks, and cost structures

• Support procurement of software, hardware, cloud services, cybersecurity tools, and digital platforms

• Collaborate with business and IT leadership to define project objectives, scope, risks, timelines, and budget alignment

• Prepare procurement reports and present findings to steering committees and stakeholders

• Track procurement milestones, risks, and issue resolution processes

• Maintain documentation and ensure adherence to governance standards


Mandatory Skills & Qualifications

• Post-secondary education in supply chain, procurement, business, or related field (minimum 2-year diploma)

• Recognized procurement certification (e.g., SCMA, CPPO, or equivalent)

• Minimum 5+ years leading formal competitive procurement processes (RFP/RFQ/RFX)

• 8+ years of experience drafting and managing vendor contracts

• 7+ years of experience applying trade agreements

• 8+ years procuring under public-sector procurement frameworks

• Experience documenting enterprise IT application architectures within large environments

• Strong analytical skills in evaluating cost models and contract risks

• Must reside and work from within Alberta

• Canadian Citizen, Permanent Resident, or Open Work Permit

• Standard hours: 08:15 – 16:30 Alberta Time

• Mandatory completion of FOIP and security awareness training upon onboarding
