Accountabilities:
- Provide oversight and technical guidance to teams preparing Draft and Final Environmental Impact Statements (EIS), tiered/non-tiered environmental assessments, and categorical exclusions
- Conduct subject matter reviews on 23 CFR 771, Section 7 of the Endangered Species Act, Section 4(f), and Section 106 of the National Historic Preservation Act
- Coordinate consultations with federal, state, and local agencies, including USFWS, FHWA, and State Historic Preservation offices, to streamline environmental review processes
- Develop and implement protocols to expedite NEPA and Section 106 reviews while ensuring regulatory compliance
- Provide subject matter expertise in environmental law and policy, advising on document development, review, and strategic program direction
- Support teams in navigating complex environmental review processes for federally-funded transportation projects
- BA degree in Environmental Policy or related field
- Minimum of 20 years of experience in environmental review for federally-funded transportation projects, including strong knowledge of FTA and USDOT environmental regulations
- Recognized expertise in NEPA compliance, environmental assessments, and impact statements
- Experience with state and local environmental review programs and regulatory compliance (e.g., Clean Water Act, Endangered Species Act, Section 4(f), Section 106)
- Demonstrated ability to provide strategic direction and mentor teams through complex environmental review processes
- Strong cross-agency coordination, communication, and consultation skills
- Ability to work remotely and manage responsibilities effectively in a part-time capacity
