General Duties

  • Experience auditing federal agencies financial statements or performing audits readiness work in the Department of Homeland Security as a government employee or contactor directly in support of an audit readiness task order.
  • Provide general ad hoc, internal controls over financial reporting electronic filing, and program management support to CG-834.
  • Support includes, but is not limited to, support with obligation lifecycle management, Undelivered Customer Order (UCO) and Undelivered Order (UDO) management, developing budget execution analytics, responding and resolving audit and internal control issues associated with budgetary accounting, and providing written communications and logistical support, as well as work with the government to develop and implement corrective actions for emergent budget issues.
  • Conduct analyses to verify and validate USCG processes / controls and provide accounting and financial management assistance in the development, documentation, and implementation of policy, procedures, and controls affecting the Budgetary Resource Management (BRM) and aid with remediation of internal control deficiencies as they are identified by internal control testing and external audits.
  • Support CG-834's management review over obligation balance accuracy by providing written analysis of obligation balances on a 30-day cycle. At a minimum, the contractor shall analyze 45 obligations per month based on a risk assessment updated monthly based on prior month testing and a minimum of 200 once per quarter utilizing a statistically driven sample, or as otherwise agreed upon, to help CG-834 ensure obligation validation accuracy and to provide a documented and supported recommended adjustment to the Coast Guard Financial Statements.
  • Ensure comments align with validation status in Open Obligation Management Tool (OOMAT), timely de-obligation, and segregation of duties within the financial system IAW CG financial policy.
  • Select the samples, as agreed upon, from the population at the end of each month for a period of 12 months.
  • Draft a proposal and once approved, the samples shall be sent to the field units along with finalized results of the previous months testing.
  • Provide documentation of the results, including, but not limited to attribute testing results, response rates by Resource Management Office (RMO), non- responsive units, extraordinary cases, and issues, some of which shall be included in the contractor- prepared draft message.
  • Provide expert support in maintaining, refining, and carrying out a comprehensive obligation lifecycle management strategy. The Contractor shall provide expertise and program management assistance in identifying potential courses of action to recover unused funding, the liquidation of aged obligations, and improving the accuracy of obligation balances. The strategy includes, but is not limited to, assisting in implementing manager review over unit validations into the validation process, developing metrics to support management review, defining attributes that constitute high-risk obligations, reviewing contract and inter agency agreement obligation management / close out processes and recommending efficiency and process improvements, developing policy, updating risk assessment, and recommending improvements to OOMAT and its interface for successful internal control and testing.

Required Qualifications

  • Bachelor's degree in accounting OR Bachelor's degree with an active Certified Public
  • Accounting (CPA) certification
  • 0.5 years of experience with relevant government work experience.
