Salary: Depends on skills and experience. The salary range for this role is $91,953.00 to $108,179.00 per year.

Role Overview:


As Director of People & Culture at Scouts Canada, this role is responsible for leading a nationally integrated People & Culture function that supports the organization’s mission to help young people develop skills for life. Operating within a complex, multi-jurisdictional environment, the Director ensures that workforce strategies, people systems, and culture initiatives are aligned to organizational priorities while compliant with provincial and territorial legislative requirements.


The Director provides enterprise leadership across workforce planning, talent acquisition, employee relations, organizational development, compensation, benefits, pay equity, performance management, and legislative compliance. The role ensures adherence to applicable employment standards, human rights, occupational health and safety, workers’ compensation, privacy, and pay equity legislation across all provinces and territories in which Scouts Canada operates.


In the context of organizational restructuring and financial stabilization efforts, the Director plays a critical role in workforce redesign, cost optimization, and the development of a sustainable national operating model. The position leads the modernization of People systems and governance structures to enable a leaner, service-oriented, and volunteer-responsive organization.


As a senior leader, the Director partners with the Executive Leadership Team to ensure the organization maintains legislative compliance, mitigates workforce risk, strengthens culture, and remains operationally sustainable across all jurisdictions

Duties and Responsibilities:  


Portfolio:


Strategy: Create and drive an integrated national People & Culture strategy aligned to Scouts Canada’s mission, financial sustainability objectives, and evolving organizational operating model.


Design scalable frameworks that can be implemented consistently across provinces and territories while respecting jurisdictional legislative requirements.


Oversee HR technology adoption and modernization of systems to improve compliance tracking, workforce analytics, reporting, and service delivery efficiency across jurisdictions.


People and Culture: Create and drive strategies that improve staff performance, increase engagement, and ensure legislative compliance in all provinces and territories.


Set strategic direction for national workforce planning, enabling the organization's culture, recruitment, employer brand, DEI sourcing, and consistent, values-aligned onboarding experiences across Canada.


Ensure provincial and territorial compliance with:

·       Employment Standards legislation

·       Human Rights Codes

·       Occupational Health & Safety legislation

·       Workers’ Compensation requirements

·       Pay Equity legislation (where applicable)

·       Privacy legislation (federal and provincial)


Lead the development and continuous improvement of HR systems, policies, and programs, including performance management, compensation structures, benefits administration, job evaluation, and pay equity compliance, ensuring national consistency with appropriate local adaptation.


Drive organizational learning, leadership development, recognition, succession planning, performance management, professional development, and engagement programs that strengthen culture and capability across geographically distributed teams.


Establish governance structures and compliance-monitoring processes to mitigate employment-related risk.


Occupational H&S: Provide national leadership and governance oversight for occupational health and safety across all provinces and territories in which Scouts Canada operates.


Ensure compliance with applicable federal and provincial/territorial OH&S legislation, including requirements related to hazard identification, workplace violence and harassment prevention, Joint Health & Safety Committees or Representatives, mandatory training, incident reporting, and workers’ compensation obligations.


Establish and maintain a nationally consistent Health & Safety framework that clarifies accountabilities between national leadership and operational teams, standardizes reporting and documentation, and enables proactive risk mitigation across camps, remote work, and office environments.


Oversee workplace incident response, regulatory reporting, disability management, and return-to-work processes in accordance with legislative and human rights requirements.


Provide regular reporting to the Executive Leadership Team on health and safety risks, compliance status, and continuous improvement initiatives.

Leadership:


Externality: Represent the organization to senior-level external stakeholders and agencies.


Senior Leadership: Collaborate with Director-level colleagues across the organization to ensure the success of Scouts Canada’s work.


People: Create and drive strategies to continuously improve the performance of your staff, while ensuring a positive growth culture that results in increased satisfaction from high-performing staff, and swiftly addresses performance concerns.


Committees and Governance: Form excellent relationships with members of any relevant committees, providing clear and concise, evidence-based advice and guidance, up to and including the Board level.


Deputization: Deputize for your manager during absences.


Evidence, Insights and Reporting:


User Centered: Create and drive strategies to collect, analyze and share evidence related to legal claims, disputes and HR analytics, to lead to more effective decision making and the prioritization of relevant user needs.


Project Management: Support project management initiatives with an HR lens, proactively identify and address gaps in reporting, ensuring that all data provided to leadership is accurate, timely, and actionable. Cultivate a culture of transparency and accountability through regular communication and clear documentation of health and safety matters.


Finance and Revenue:


Budget: Effectively manage a <$1M team and project budgets, collaborating with senior colleagues to ensure value for money.


Qualifications and Job-Specific Competencies:


  • 10+ years related experience in one of the following areas: human resources, people and culture.
  • 5+ years as a senior leader in similar sectors.
  • Experience in a multi-province organization is an asset
  • Post-secondary degree or equivalent combination of education and work experience in human resources (CPHR/CHRP/CHRL)
  • Strategic HR & Culture Leadership: Ability to design and integrate enterprise‑wide people strategies, unifying HR operations, legal services, talent acquisition, and dispute‑resolution functions into a coherent, future‑focused People & Culture agenda.
  • Advanced Risk, Legal & Compliance Acumen: Expertise in identifying, governing, and mitigating people‑related, legal, reputational, and compliance risks, including high‑risk disputes, claims management, investigations, and legislative frameworks.
  • Organizational Development & Talent Systems Expertise: Deep understanding of talent management systems - including performance management, leadership development, engagement, compensation, and pay equity - and the ability to build and evolve frameworks that support organizational capability and culture,
  • Technical Proficiency: Strong computer and technical skills and a growth-mindset when approaching new technology, including Proficient with Microsoft 365 / Office applications, specifically fluency in HR technology platforms.
  • Data Manipulation: Ability to interrogate data sets and visualize data to inform strategy, results and process improvements.
  • Program Management: Ability to manage multiple projects, identifying risks and taking accountability for status
  • Travel: Must hold a valid Canadian driver’s license or have equivalent ability to travel


Working Conditions:


·       Works remotely from home.

·       Traditional working hours with some non-traditional working hours, including evenings and weekends, will be required.

·       Some overnight travel is required

·       PRC (Police Record Check) and VSS (Vulnerable Sector Check) are required before the start date.

·       Mandatory training requirement.
