Position Summary

The Director of Safety, Quality & Training is a member of the Benton leadership team responsible for providing strategic and tactical leadership, direction, implementation and maintenance of all Safety, Quality & Training programs and controls for the entire organization. This position is responsible for leading all efforts in reducing risk through compliance with federal, state and local laws and regulations (such as OSHA, EPA, PHMSA, NEFPA, DOT, etc). This position requires an experienced, high level strategic leader that is capable of elevating and successfully leading the SQT department within the organization while ensuring internal customers are satisfied and tasks are completed in a cost-effective manner.

Essential Duties & Responsibilities

  • Manage all SQT performance tracking and legal compliance
  • Keeps the President informed of the important factors influencing the safety compliance and overall health of the organization
  • Assists with new employee activities regarding on-boarding related to SQT
  • Analyzes data and performance metrics to identify key areas of improvement
  • Provides proactive recommendations to prevent incidents and injuries and drives continuous improvement
  • In partnership with Operations leadership, develop SQT goals, objectives and metrics consistent with company objectives.
  • Develops, implements, reviews, updates and administers SQT programs, training requirements, Quality Assurance Programs, SOPs, and policies to drive continuous improvement and promotes safety culture consistent with company values
  • Drives the improvement of OSHA total recordable incidence rate (TRIR), days away, restricted, transferred (DART) rate, vehicle accident rate, and Experience Modification Rate (EMR)
  • Maintains and reports OSHA 300 logs
  • Reviews and reports data through required compliance entities, such as ISNetworld®, Avetta®, Gold Shovel Standard (GSS), Department of Transportation (DOT), National Compliance Management Service (NCMS), Federal Motor Carrier Safety Administration (FMCSA) and others
  • Oversees investigation of damages, accidents and injuries and assists in the preparation of material and evidence for organizational use in hearings, litigation, and insurance investigations
  • Oversee insurance claims, workers’ compensation, general liability and auto programs
  • Oversee worker reinstatement and alternative assignment practices (light duty)
  • Responds to personnel inquiries regarding safety issues for the purpose of investigating, determining root cause and/or corrective measure recommendations
  • Leads monthly/quarterly safety program review and safety meetings
  • Leads the dissemination of weekly toolbox meeting materials and presentation of appropriate monthly safety topics
  • Maintains subcontractor statement of qualifications (SOQ) compliance and manages the SQT requirements for all subcontractors
  • Responsible for leading all Operator Qualification Programs
  • Represents company with clients, carriers, regulatory agencies, and the public in safety, health and risk matters
  • Prepares and responds to existing and potential client requests of safety qualifications
  • Assists with integrating the organization's strategic business goals and action items
  • Travel as required to attend meetings, site visits, field training, etc.

Required Knowledge, Skills, & Abilities

  • Ten years of relevant experience leading the Safety / Quality / Training function, with the ability to successfully lead and manage a geographically diverse team supporting a workforce of craft and professional staff working in the field and in the office.
  • Active participant in industry associations. Travel is a requirement at about 90%
  • Ability to motivate people around a common set of values and goals.
  • Ability to assess SQT performance throughout Benton and make recommendations for improvement when needed.
  • Demonstrated ability to maintain professional SQT communications and compliance at all levels.
  • Ability to relate and communicate with anyone from entry level personnel to corporate professionals.
  • SQT training program design and implementation and maintenance.
  • Performance management oversight.
  • Problem solving and conflict resolution skills.
  • Ability to establish departmental budgets and track adherence.
  • Ability to define and implement SQT key performance metrics and reporting.
  • Demonstrated ability of implementing consistent policies and procedures across several operating entities or divisions.

Education & Experience

  • Bachelor’s degree or equivalent experience (10+years)
  • It is preferred that candidates have professional certification(s) or willingness to attain such as CSMC, STSC, CHSP, CHST, etc within 1 year of employment
  • Understanding of Safety Management Systems in the construction industry
  • Keen knowledge and understanding of Operator Qualification Programs CFR Part 192 & 195 and associated codes
