Objective and scope

ACAPS is embarking on an exciting new chapter as an independent organisation, based in the Netherlands. In order to support our ability to involve a diverse set of skills and broad perspectives in our analytical work, we are expanding our existing roster of expertise. We’re looking for senior consultant profiles, with deep humanitarian analysis or technical expertise. If that sounds like you, we’d love to have you on this journey!

Area of expertise

Content Editing: fact/sources checking, structure, critical thinking, depth and coherency of the analysis. For examples of the types of reports that will need editing, please take a look at those freely available on our website: acaps.org.

Type of work

The type of work that ACAPS requests through the roster includes, but is not limited to:

  • One-off Support Assistance provided for a specific, one-off task or deliverable, usually lasting a few hours to a few days. Examples include: reviewing a document, conducting a single training session, or providing expert input on a report.
  • Short-Term Support Engagement for a limited period, typically from a few weeks up to 3 months, focused on achieving specific objectives or outputs. Examples include: support project proposal design, providing expert input on a series of outputs within a limited timeframe or implementing a short-term capacity-building initiative.

Details

Consultancies are primarily home based; however, some specific pieces of work in specific areas of expertise may require travel, as required by ACAPS.

Successful consultants will be provided a Service Agreement for 12 months, issued by ACAPS Stichting, a Netherlands based organisation. Specific work will be offered to the consultant and agreed based on Scopes of Work (SoW) which outline the specific outputs, fee rates, duration and deadlines for each piece of work. The exact specifics of SOWs offered to the roster will be based on ACAPS requirements as they evolve during the Service Agreement contract period.

Selection for the roster does not obligate the consultant to accept work offered by ACAPS. Similarly, inclusion on the roster does not guarantee that ACAPS will have work for all roster participants.

All successful consultants will be expected to adhere to ACAPS terms and conditions, including being adequately insured, and will be expected to sign and abide by ACAPS Code of Conduct.

Fee range

ACAPS shares the following as an indicative fee range based on existing market analysis and our current project budget constraints. Each individual piece of work will be defined by an individual Scope of Work which will include, inter alia, the type of work, seniority of the expertise required, duration of the work as well as whether the work involves travel.

  • 300-500 Euro per day exclusive of VAT

ACAPS reserves the right to adjust the fee range but will transparently communicate any changes in the above-noted scale to the roster. ACAPS will also clearly communicate the fee range for each individual piece of work with the roster prior to work being agreed.

Proposals will be reviewed for experience and competencies within each self-identified area of expertise and against the following indicative criteria:

Previous experience with ACAPS (ie ability to hit the ground running and align with ACAPS Ways of Working with minimal onboarding)

Daily rate within the ACAPS daily fee range

How To Apply

Proposals must be submitted before 17 February 2026. Submit your CV/Portfolio through the application form under the "cv" category and submit a proposal under the "other" category. The total proposal must not be more than 3 pages excluding attachments of work samples/case studies and must contain:

  • Expertise and Experience: Describe relevant experience in delivering services of a similar nature, scope, or complexity, including examples of comparable assignments.
  • Relevant Projects: As an Annex, provide examples of previous assignments or projects relevant to this RFP.
  • Financial: Daily rate in Euro excluding VAT
  • References: contact details for at least two references who can attest to the quality and relevance of the service provider’s work, ideally linked to the work sample and/or case study you provide.

Please note that submission of a proposal does not guarantee selection for the ACAPS roster. Selection for the roster does not obligate the service provider to accept work offered by ACAPS. Similarly, inclusion on the roster does not guarantee that ACAPS will have work for all roster participants. Successful consultants that are invited to the roster will be run through ACAPS standard vetting and verification checks.

It is possible to submit proposals to multiple areas of expertise. In this case, you must submit to each area separately by filling out the application form for each one. You will not be considered for areas where you did not send in the application form; however, you can submit the same proposal for multiple areas, as long as each area is covered in the proposal. A proposal for multiple areas can be max 5 pages.
